Status
The problem
After GSE authorisation the real work starts. Every month: ingest readings, compute hourly shared energy against the primary cabin constraint, apply TIP, distribute the incentive per the statute, issue one statement per member.
Most CERs do this in Excel. It doesn't scale, doesn't audit, and doesn't survive a staff change. By the third CER the problem is obvious.
CER-Ops is the operating stack the market never had.
The cycle
End-to-end on the monthly cycle. No decorative modules — does exactly what the referent has to do every month.
Monthly CSV/Excel upload of hourly readings. Automatic validation on missing PODs, measurement gaps and outliers before the engine runs.
